From the same lurker who brought you the Cass photo:

"This EMD F7 is currently undergoing restoration at West Virginia Central Railroad's facilities in Belington, WV, and is expected to be operational next year. It was reported by WVC shop staff as former Milwaukee Road F7A No. 109A, however this could not be confirmed. The classic EMD cab unit is owned by the Durbin & Greenbrier Valley Railroad."

Further info from a reliable source connected to WVC and the other operations down there:

"this was purchased from Ozark Railcar/Kansas City museum, sitting 18 years, now rebuilding the hp air compressor cylinder, expect to try for electrical load by fall.... "

I am going to guess this is the F unit which sat in Milwaukee at the odd little tavern on Kinickinick St. It went with another car or two to Kansas City, including the GN obs "Going-to-the-Sun Mountain"

Do the lifting lugs above the pilot indicate PRR heritage, or were those applied to various railroad F cabs?

MILW Road had those nose lugs as well. A good MILW spotting feature is the modified, home-made sand box fillers on the sides of the loco, made and added at West Milwaukee Shops.
