Clarify that no federal rule requires a locomotive to sound its horn because of the presence of a passenger station, leaving a policy on the matter to the discretion of a railroad.
End the requirement for trains to use a long-long-short-long pattern to sound their horns at grade crossings, allowing a single horn blast after a train has been stopped in close proximity to a crossing. . . .
Repeal a requirement that the FRA must give special approval for use of a freight car more than 50 years old. The new rule allows railroads to use such cars with notice to the FRA while providing some information that had previously been required in petitions for special approval.
