 Post subject: Equalizer bar question?

On Diesel trucks, my understanding has been one equalizer bar on each side of the truck. This would be to distribute downward pressure evening across the axles of the locomotive. A colleague of mine is suggesting there are two equalizer bars on each side of the truck to alleviate pressure on the journal boxes.
These are FM trucks if that makes a difference - so who is correct, he or me?

Generally if the side frame is solid there are two equalizer bars one bar inside, one bar outside.
If the side frame is hollow, ie, cored out then there is one equalizer inside the side frame.
