The short answer is yes. Va. is heavily committed to a decades long plan that calls for it investing several billion dollars in ROW acquisition and establishing rail passenger service to numerous parts of the state. Va. also spends nearly $ 100M/year on tourism development and industrial development and as we know there's no more powerful a tourism tool than a mainline steam engine. The state has created the Va.Rail Passenger Authority ( VRPA ) to oversee its expanding state owned railroad enterprise. The VRPA is led by a 12 member BOD.
