Unknown 0-6-0 Mystery (Ohio??)

Came across this picture here:

It was taken by a non railfan who states he remembers taking the picture in southwest Ohio near the Kentucky border. I can find NO mention of an 0-6-0 numbered #47 in that area or in the country for that matter and I even checked the list for Canada.

For some reason it has the name of a town in France on the tender and cab but I cant find anything that way either.

Anybody know this engine?

The tender is lettered "Chateau Du Loir".

I believe it's Detroit Edison Company 202.
