If the insulation has not been disturbed (or will be), is there any reason "why" it must be removed?

I believe the current advice for stationary structures is, if the asbestos is in good repair, is not "friable", i.e.: liable to become airborne, and will not be disturbed, it's less hazardous just to leave it alone rather than risk extensive contamination by attempting to remove it. I'm not sure how that relates to railcars. As far as I know, there's no regulation that requires asbestos removal, but there ARE regulations as to HOW it is to be removed if you choose to do so. Of course for an organization as opposed to an individual, there is a question of liability issues if you expose patrons to asbestos. As stated in the Trainorders discussion you mention, some believe the current asbestos 'crisis' exists largely in the minds of attorneys, but it's certainly an issue.

I work in a Litho plant. we have several hugh ovene to bake metal. these ovens have asbestoes, and unless the oven panels ned removed for maintence, they aren't disturbed. If removel is needed, an outside contractor is brought in, and no one else is allowed in the area.

I am now writing a survey for restoration of several pieces, including 3 rebuilt heavyweight cars all of which have asbestos insulation on heat lines and air conditioner lines under the car, and overhead in the air handler compartments (and presumably between the two areas as well), and some millboard components in the electrical cabinets. I am working with a local abatement contractor on specifications for removal of all asbestos that can be reached without tearing out walls or ceilings, and assuring encapsulation of what remains. I can't see destroying a car to remove stuff that isn't accessable and is sealed away where it can't escape in any case.
