My understanding is that ownership of stolen goods isn't relinquished due to the statute of limitations expiring, just the ability to prosecute criminally. Ownership should still be with Strasburg although if there was an insurance claim and settlement it may be with the insurance company. If someone continued to knowingly possess stolen property within the statute of limitations for that crime they could probably still be prosecuted for that, just not for theft.

Looks like it is five years for burglary, but that is hard to believe, what if someone robbed a bank or a jewelry store, could they just sit on their stolen loot for five years without any recourse? https://www.findlaw.com/state/pennsylva ... -laws.html
