Those familiar with PCC history will be aware that Port Authority Transit (PAT) created a dozen "new" PCCs 4001-4012 during the 1980s to tide the system over while an fleet of LRVs was being assembled and much of the trolley system reworked to LRV standards. When the sudden retirement of many of the remaining ex-Pittsburgh Rys. 1700 series cars caused a shortage of cars to operate those portions of the system not yet updated to LRV use, PAT chose the four best remaining 1700s (1713, 1737, 1745, 1765) and did a fairly extensive rebuild of these cars to supplant the 4000s. Although extensive body and systems rehab was done, the four cars still kept their original external configuration. In 1998 these four, along with other remaining 1700s not rebuilt, were disposed of, leaving just the 4000s to run through the end of the PCC era in 1999. Car 1765 was scrapped in '98 although its nose was preserved privately. The other three upgraded 1700s were also sold into preservation. Unfortunately 1737 and 1745 did not survive, having been scrapped in 2011 after the death of their owner.

Car 1713 survives and needs a new home. It has been stored under cover since 1998 and is presently located in north central Ohio near the town of Ashley. The car does need some touch-up but is in solid condition. The car currently rides on broad gauge Type B3 trucks. Adapting those trucks to standard gauge would be quite an undertaking. However the good news is that practically any std. ga. PCC trucks can be installed on the car.
