The rail aspect: I've seen quotes that railroads move 30% of the nation's commerce. If they moved significantly more, one wonders if that purported diesel fuel shortage would be less alarming. However, as railroads fall under the PSR spell and decline business, it's hard to see that 30% amount going up.

I believe most railroads will have long forward contracts for fuel, with redundant suppliers.

Preservation lines, of course, are usually different.

So we've already run into this at work with our diesel and heating oil contracts. We normally sign contracts for about 80 million gallons for the winter, we go down to Providence to the terminals there to pick it up. About a week and a half ago we were told that we aren't going to get the 80 million we contracted for during the contract period. Right now it looks more like we'll see 50-60 million gallons with the rest coming our way well after winter's end.
