Let me restate my original poorly worded response:
In the case where multiple pieces are preserved like Big Boys I have no problem with seeing one in Green Bay, Dallas or Scranton when there are others saved in or near their home areas.
I think rare and unique, one of a kind, peices belong in their home areas. However, if the group owning the piece saved it from destruction in its home region, whether that be now or 50 years ago, I don't think they have any moral obligation to give it back. If they wish to and a trade can be arranged, fine, do it.
As other people pointed out in their responses there are different types of collections. Some museums focus on a single piece. Others like IRM, St. Louis, Montreal have pieces from all over the world. Which is fine.
Possession is not entirely rational. Many museums will insist until the day some piece of equipment rusts apart that they were the best caretaker for it. The more enlightened approach is trade or sell what is not important or can never be truly cared for. That's not a popular notion with "gotta have it" railfans.
