From working with public works dept. You should contact the city, borough, township that the road is located in and ask them for information as to closing a road for a event. If it is a state road then Penn Dot must approve it.If it is not a state road the local government would be the ones to contact. The museum themselves can also maybe answer these questions too

I would agree with Berks315 that you must liaison with local town people, and the sooner the better. If you give them enough time, they will usually work with you.
Dumping something like this on them at the last minute, can create big problems.

You have clearly articulated your request, but I sense you are maybe new at this..?
If so, someone experienced at event planning can help you achieve your goal.

I think we all need a bit of clarification here.

Your original post can be read one of two ways, reading between the lines:

1) The local/state authorities are asking a fee to close the road on your behalf, and you are looking for someone to pay such a fee;

2) You are looking for someone well-connected enough politically to make such a request through "proper channels" to stand a chance of your request being approved.

My maps say this is a state-administered road. Being well familiar with the region (and a participant in Ed's original "honk" events in Altoona and Strasburg), I'm a bit curious as to why you deem a closure of the road necessary. The road is lightly trafficked, but detours around this road being closed are fairly substantial--21 miles from the Curve to Gallitzin via backtracking versus 6 miles. This is not a way to endear yourselves to the locals.

Nice to hear Ed's memory is being kept alive, I'm a long time lurker, and was a sometimes participant in both Yahoo groups forums (train horns and steam_whistles). Are either groups still active (at yahoo or elsewhere, maybe I missed the move), I don't think I have seen anything recently and both forums were very active before he fell ill.

Does the township have a resident state trooper? Maybe you could get coverage/advice from him/her or approach the State Police Troop that covers that area (since they would be the ones responding)?

This sounds like a fun event, a lot like the New Year's eve "whistle blows" they used to hold at Pratt Institute in Brooklyn. Maybe you could publicize it as the Horseshoe Curve Horn Blow.

I don't understand why you'd want to close either the road or the museum. How would people get to the event? Why not use it as an attendance-builder for the museum?

I suspect you're getting bad advice on the Pennsylvania vehicle code. If it works like the vehicle code in my state, it will have only limited applicability on private property. In my state only the most heinous violations can be charged on private parking lots, such as drunk or reckless driving. A car with a too-loud horn, or a driver blowing a horn unnecessarily may be in trouble on a public street, but should be untouchable on private property. Check to see if this part of the vehicle code has effect only on public streets, or if it extends to "any other place generally accessible to motor vehicles." A local noise ordinance may apply, if there is one that restricts noise audible beyond the property line, but such ordinances are rare.

Legal questions should be less important than coordination with neighbors, local emergency officials, and the railroad about the extra horn signals.

I reviewed this thread, and it's not clear to me whether this event is open to the public. It seems like it might be, but that's not been explicitly stated. Is there an admission fee? If the Horn Honk is open to the public, how can you attend if the road leading to it is closed? Would there be shuttle bus from a parking area?

I would not be thrilled with a road closure like that if I lived nearby.
It's not like you can just go one block over.

And if I were a railfan out taking "the tour" and encountered the road closure I'd be EXTRA salty.

I think you might want to come up with another solution.
