Even if they don't have jurisdiction over the crossing, you might want to get in touch with the county road commission for a second opinion. Chances are they deal with railroad crossings far more than the town your in. Might take a few calls, transfers and messages but you may find out some interesting info for both sides of the issue. One of our volunteers has worked for our local road commission and I have been amazed at the info he has access to. Worth a shot.
