Serves me right for not reading the article carefully! Marker lights were used by PRR to indicate beginning, middle, and end of track pans. Makes sense. A mere sign would not be visible at night. Employee tt's indicated location of the pans.
Railroad Museum of Penn. has 5 PRR tenders equipped with water scoops.
In the States, there were track pans used by NYC, PRR, New Haven, Milwaukee Road, Maine Central, Reading, Jersey Central, B&O, and Michigan Central.
The British used them extensively. Even had one in a tunnel. They used them with their Deltic diesels to refill a steam generator reservoir after steam locomotives ceased in regular service.
