Your absolutely right, the Maryland & Delaware Railroad just cut up a CF7 (2630) this spring as result of a cracked frame. Another of their CF7s (Not sure of the road number) is rumored to be cut up soon as well.

I bet that was due to tax and liability. Locomotives had a different value and tax status as locomotives instead of scrap.

It was Miller Compressing - they were acquired by Alter Trading of St. Louis, MO in 2012 - they still have a scrapyard in Milwaukee, adjacent to the CP(MILW) Muskego Yards.
